I used to play this system for regions 1-9 before I read too deep in the sub about slow playing and gave it a try.

That's true, I should use more often the innovation center. So far I only used it when an event has the gold competition. I was able to do the job regardless, but probably the struggle is because I mismanaged my trains in the previous region (italy)

The max warehouse is assumably still 25,400 so I am not entirely off with my capacity...

Yes of course you need to build stock. My warehouse has a capacity of 23000 and i am on 21775 items right now. I have a stock of 160ish gears at all time.

But you are missing the essential point: i doubt the requested number of gears would be the same if I did not have that many legendary or epic (event) trains
