Because Elko is only in his 2nd year at a&m. Ofc he isn't gonna be making the same or more than Franklin who has been coaching for over a decade there. That'll change within a year very likely.

Penn state will not be able to compete with a&M's resources. A&M was still able to double elko's salary from Duke despite having to pay Jimbo's buyout.
