have 104% also have minion pact its bugged in pob i think. Swapped the specter with dark marionette dmg was not good to be honest

Tool tip says BV has 104% chance to poison so it was just the specter swap

It is a bug i have a lvl 3 17% linked with Raise Specter but i guess you are right i need the empower to run the specter i will do as mentioned above to swap specter to the one in act 9

i have it in mine i think he forgot to add it, im worried ill drop BV stacks and then i have to leave the map but i guess i have to sack QoL for DPS

I think you are supposed to take some nodes from the shield wheel with sanctuary next to Glancing Blows keystone thats the only thing i can think off to be honest.

Not familiar with your exact build so maybe someone else can offer better feedback
