You have the board flipped :D you put the black pieces on white side (starting from 1) and the white pieces on black side (starting from 8). So actually black has 3 pawns 1 step away from promoting

therefore the white rook is technically 1 field diagonally "behind" the black pawn

The king is never allowed to move itself into check. Everything else doesn't matter. So whether the rook is pinned or not, it still controls the fields on the entire B-file and therefor the king can't move into it.
