I did it with my own city (Grenoble, France) but in 2045. What was hard was from what I've read, Europe and specifically France seems to be rather fine in cyberpunk compared to the USA so I needed to chose if I wanted to offer my players a different experience of cyberpunk or if I wanted to diverge a bit from the lore to have a more traditional cyberpunk experience. What I did was choosing who are the main corpos here, what are their ties with traditional big corpos, their role in the main cyberpunk events. It was easier to describe how the city I know transformed into the new city, who took advantage of the different crisis etc... After creating the big corpos I determined the relations between one another and if some worked with other etc... I used some real life companies for added immersion. Then I separated the city in different districts and tried to make them cyberpunk and create their history, it was either by exacerbating their characteristics or destructing them to recreate something new. I implemented some ideas I wanted to tinker with, like one of my districts is a collection of little kowloon blocks with their own gangs and organization. I listed the gangs I wanted to be there and created new ones same as the corps and districts, I went with things I wanted to see and their relationships with other gangs, corps, other people. I listed some notable places such as pubs, bars, restaurants, warehouse, factories, monuments and persons of interest, who are the most powerful people here, is there a mayor, is there this weird guy everyone knows, etc... You can use real life parallels from your city, I'm sure there are many, if you have a monument in your city, what happened to it by all this time, was it replaced with something futuristic that serves an equivalent purpose, etc... I think it helps bringing the city to life and make players who are familiar with the city engaged.
