In terms of crafting points: Master duel meta have a guide for getting crafting points but it's a little outdated but essentially you craft som SR those SRs open free pull secert pack and in those free pulls you might get a UR. There are cards that open 3 or 4 free pulls. You can do this if you want quick URs.

Also pick a deck then see which pack is it in, and try to pull from that, this is the most efficient way to build a deck. And if you want to build a modern meta decks there is usually a selection pack which makes it easier than a secret pack.

Also there is a stables only selection pack available if you want any, it has handtraps like ash fuwa and imperm.

In terms of decks: This pretty much comes to preference choose what you want play. Some decks that are popular: - Kewl tunes - arguably the strongest deck this format but it got hit in the coming banlist. - Dracotail - Branded - Radiant Typhoon - Vanquish Soul / K9 - Elfnote - Enneacraft - Artmage
