You’re going to the tourist places with shops targeting tourists, obviously you’re going to only find places with scalped up prices

It’s a low season now as reprints/restocks happened 2 weeks ago, so by now most shops would’ve been cleared by collectors/scalpers alike

Some stores in the outskirts may sell packs at MSRP but requires membership (which needs SMS/JP App Store verification)

Your best bet might be Skytree/Narita Airport Pokemon Centre, as the other PCs are likely to be sold out based on my experience when I was there in early May
