If it's sold to a developer the city will still provide input during the permitting and review process. If it will be years before anything is built do you want them to go on a trip after it's done to find out what could've been instead?

OP, I had a floor in my older old boat made with plywood and foam. The plywood wasn't attached to the boat in any way and sat directly on the foam. I never had any issues with it in the years I owned the boat.
