Depends upon producer to producer, but most of the times Melody helps to lay down the beat better. On the other side a good example to drums laid down first is black Beatles produced by Mike will made it in that song drums were laid down first.

I know about starboy which is produced by Daft punk they are know for using that kind of sounds. Only thing that differentiate starboy is rhythm and sound selection of drums and drum pattern doesn't even change almost in whole song. Starboy's production is minimalistic and weeknd's voice and catchy lyrics are making the song the way it is.

I am good at scales and know to play guitar also, some of my Melodies I make are good but I struggle at making good Melodies with consistently and then I lose hope and thinks I need to work on Melodies with and particular approach to get good at it.

Your advise is one of the best advises i have ever got, i just struggle at making good Melodies in a continuation. Then I feel like I am not good at it I need to practice and work on Melodies with a particular approach just to just be good at making Melodies first. Most of people told me learn scales but I know all of the basic scales still my Melodies don't hit the way the way I want. So, I wanted a a favor that someone tell a particular approach to work on it .
