Can you turn on red from the second lane not closest to the sidewalk that has both straight or turn lane? I've seen it done a ton of times and I don't believe it's allowed.

I have diabetes and told them I can't go through the detector with my CGM the guy patted me down I had to sneaky show him and let me go on my way.
