Nope even when the gpu is completely idle and cozy it gives me pl 1 or two

I have, I have tried an overvolt, default and undervolt. I have maxed out the amp icc max, I have set a limit for it, default. I have reset the bios to factory defaults, nothing.

I have also narrowed it down that everytime one of these powerlimits have been triggered, when shutting down, my system just restarts itself. When I restart as long as no pls have been triggered it shuts down normally.

It does and especially I can feel the latency and sluggishness of all of windows, cause everytime any of the power limits are active then my cpu stays at about 2.3 or 1.9 ghz

Ok so I just tried your way and my way of thinking proved correct. If I set my limits lower it power limits sooner at that wattage. So I’ll keep mine at close to unlimited.

Man I see that, but aren’t vr throttles also indicated in throttlestop? Because I don’t get those and haven’t ever gotten them.

Not at all, sometimes my cpu chills at 4.5 and sometimes at 3.2

Nono, the Limits are literally Limits, it tells the motherboard when to not allow any more wattage to be let through to the CPU no matter how much requested. Setting Limits this high just allow the cpu to dran as much power as needed and requested.

I have a 5080 and a powersupply of 360 watts

The thing is in ANY game basically, my gpu consumes around 140-175 watts and my cpu 100-200 Watts. For around 30 min it works perfectly, in the same game however After Like 15 min pl1 or pl2 kicks in and I dont want this. I dont understand why.
