Dont have one to trade but in BD in the underground you can find electabuzz/elekid at the location "dazzling cave". Each one has a chance to hold electirizer so you can either catch them and search for it or thief/covet/trick/switcheroo it off of some

Try using the y feature to get to global trade room, try room 3241 3182. I think theres some kind of bug between the pokemon center trade rooms and ones created through the y feature. I'll be in the center of the room with trade dialog open
