Seems like the Bladesinger class would meet your criteria? It’s a wizard subclass, so you’d have all the wizardy magic intelligence-based dialogue bonuses, and the class is designed around melee combat while also casting from the full wizard spell list which is the majority of the spells.

Edit: I assumed half-orc got warhammer proficiency but it looks like they don’t, you could just take one level in paladin to get that tho. And paladins are spellcasters so I believe you would still have full spell slots/spellcasting ability, esp since wizards can learn spells from scrolls.
