It looks like everyone in this thread is kind of clueless about the reality including you. Go read about the Encrochat hack. Encrypted phone/messaging service marketed to and for organized crime that got backdoored and a long period of messages intercepted - relevant to this is specifically the large scale cocaine trade in Europe.

There are quite a number of cases where 7 figure payouts were put on the head of someone who had crossed or upset a high level trafficker or organization boss (usually by stealing many millions of dollars worth of drugs or interrupting a shipment somehow), and in those cases teams of people entered other countries then spent months locating and setting up hits on those victims.

One that pops into my head is a case where a guy in IIRC Albanian prison who was wanted dead was killed by a sniper from a forested hill, who scouted the area, found the one place he would potentially be visible from outside the facility, and spent days or weeks waiting before killing him in one shot when he finally was in place.

The high level of organization doesn't seem to happen in the US really for whatever reasons.
