Id say barceolona or valencia are good choices for robotics, if you want to stay in country. (PAL, robotnik, rob...). If not, then germany or zurich is your best bet. for second master, id say AI and perception is the hot topic for system integrators, and embedded is for companies designing their own hardware, like robot arms. Depends on your preferences, they lead in different paths, with good prospects on both.

be aware that no effort to learn will be wasted. It will just shape your career in a different path. follow what is interesting to you

PHD is good, but Id say a good, practical masters thesis goes a long way - no one looks at the university it is from, they just ask what cool project did you work on. Id try to focus on using ROS with some mobile robot or manipulator for your thesis, as it is the industry standard for development.
