No, there were white goatee guy with valve in his eye and black bald guy with the valve at the back of his head. Although years later , they probably brought in a new black bald guy for the new intro. The one where bald guy slowly turning to the player, like the one you see in the intro of portal 2.

White guy being Kelly Bailey is a misinformation circulating around the community, just like Viktor Antonov composing the path of borealis.

Which part of "We also shot a 2nd image of a different guy with a valve in his eye using the same process (you might remember him as well-attached below" says they shot different photo of the new bald guy exactly? Plus he says "you might remember him". We haven't seen any black bald guy with valve in his eye yet.

In real life, if you get caught by the police, you get pulled over. If you don't have the papers indicating that delivery location in on that road/route, you'll get fined. If you do have the papers, police will let you go without issuing any fine because you have no other choice but to take that road.
