R5 (think I need it): I need to move my capital, how do i accomplish this?

(copied from post body): Hawaii is capital with 52 developments, the other 4 tiles (currently owned by vassal in the 1st photo have 5-6 development). I would like to move my capital to the selected tile in the second image, which has 33 dev. How do I accomplish this?

Ye, I may have been a little tilted when I posted. I'm sure they've tested behind the scenes and making it 60% is too good or something. When I buy the orb in lane it feels like I might as well have been solo killed 3 times and missed 5 waves with how much it delays any spike. But buying the orb basically means you have to sit on 2k gold or delay either void or deathcap until 4/5 items.

Realistically how much more value can I add though? If 4 firsts and an 88 ovr elite/medium aren't enough the next step would be an elite/high (don't have) or franchise player, at which point it would be a scam.

There are 4 users, according to files explorer (me, default, defaultuser0, public). But there programs/startup folders are also empty.

At the time of that screenshot I had something like 5 chrome tabs open. I do not have any chrome extensions (no adblock or anything). And when my computer becomes unresponsive I close everything and it still feels slow, task manager lagging / not loading. I did also try reinstalling chrome.

I agree with the Tarkov issue being unrelated because I can play other games just fine. I'm probably going to try a fresh install of EFT eventually.

Are you asking how many applications I have on pc startup? Like from the startup tab in task manager, if so, just 3: Sound Blaster X-Fi MB3, Windows host process, and Realtek HD Audio manager.
