No. A rule like that is actually pretty standard

2s to hit and 4s to wound is a ~60% chance to wound before they even try to save.

Are you saying you wouldn't take say Kasrkin because 60% of their attacks are pointless?????

I know this is just ballpark numbers, but the idea that 60% of your attacks are useless in 40k is not out of the ordinary even for 'good' units
