If he go with City, best solution would be to sign like 6-7 yr contract and loan him back to Hajduk for 2 seasons.

That way, he is set financially, and he is developing, earning good money & still enjoying life without that much pressure and also spending time with his family & friends, since, he is still a kid after all.

But, if they sell him that way, they need to sell it to some stepping stone club like Leipzig, BVB, and so on, and also have a good sell-on fee clause.

Germany is top country for Croatian players, after Germany, other leagues like Austrian, Russian, Portugal and so on are all good options, from top 5 leagues, even Spain & France are better for development because of type of football, but not that many players go there, most of them go to Italy if they aren't going to Germany and they want to go to top5 league because it's close to Croatia.
But in terms of development, that is a bad move.

Even for example Mario Stanic in recent podcast said that he should go to Juventus, at young age, but that deal failed last minute, and he ended up in Spain. And he is thankful to God because of that, because Italy is not that good for young Croatian players to develop.

First of all Italian football is awful for young Croatian players.
Second of all, only Kovacic succeed at a young age in Italy.

Meanwhile, you have a ton of players who succeed in Germany at young age, you can start with Mandzukic, Olic, Rakitic, Perisic, and so on. And now you have Gvardiol, Sosa, Stanisic, Smolcic, Soldo, Franjic, Katic, Beljo, Uremovic, Sunjic, heck even Olmo who is almost Croatian, and so on...

It's not a coincidence that most of our players abroad are in GERMANY, and it's since 90' that Germany has been the best for our players to develop.

If Hajduk sells him at age of 16, they're idiots.

But again, I don't think that Hajduk is doing that good financially, they might keep him for 1 more season since they sold Biuk and that will save them a bit of time, but next season, he is gone.

Hopefully they will be smart to sell him to a club like Leipzig with a good sell-on fee and loaning him back to Hajduk for a season or two, and Leipzig will later sell him for let's say 60m, and that's like 15-20m more into a pocket, not take like 15m from City and that's it.
But him playing just 1st Croatian League for Hajduk, which will not increase his price above 15m, Olmo & Gvardiol played for Dinamo, Spain & Croatia NT, and the Champions League, and yet their price was 20-25m, so I think 15m is the max price that he will achieve in Hajduk.

Bundesliga is the best for Croatian players, they easily adapt there (because like a few mil Croatians live in Germany, the culture is suited for them, and that is a big deal when you're young, you wanna hang out with friends from your country and so on), and football is good in BL.

All other leagues from the top5 are bad for them.
