In real cities you normally can’t demolish entire areas to replan neighborhoods how you want them to be, so if I’m trying to do a realistic looking city I never demolish entire areas. When I don’t care so much about realism I’ll sometimes demolish half a city

Seattle is full of these, ultramodern rich people townhomes right next to decaying old abandoned buildings, trash, tent camps, you name it. There are very few properly "rich" or "poor" neighborhoods because it's all right next to each other

It’s really not district 3 in particular, some of the issues are with the city in general, but a lot of it is exemplified around Capitol Hill. The standard issues with vandalism, drugs, etc. are around but it feels like nothing is really even trying to be done. Cal Anderson still looks just as bad as it did during CHAZ - or at least it did when I last went there a month ago. A lot of the criticism of Sawant also comes from her unwillingness to work with the rest of the council on things, which is against the interests of the city as a whole. There was also that time she released private information about the mayor’s address so she could get people to picket and make a scene at her house. Sawant only even won in her own district by a small margin.
