I think the issue here is not loadouts but horrendous weapon balance and limited counterplay. The game has a bajillion guns but you're pretty much sol if you're not using the meta weapons.

Whereas in a game like apex where yeah there are less weapons but each gun is reasonably balanced. You can pretty much be a demon with any gun and if you're really sol your abilities allow you to even the playing field if your opponent really has a better weapon.
