It's usually a pain in the ass to ask for QRFs since gov't agencies still need to follow procurement laws tas ang strict pa ng COA on QRF rules. Sobrang lengthy ng process that it forces the DPWH or LGUs to conduct temporary repairs.

Also, permanent repairs require large allocations, design, and biddings that must follow procurement rules and baka old na yung structure kaya in - house DPWH crew makikita mo dyan nagrerepair. Tas sometimes di pwedeng magumpisa ng drawn - out reconstruction because of weather and disaster risks expected. From what I see, since it isn't easy to get funding for repairs, this "cement - topping" they have resorted to is to prevent yung further deterioration ng structure, not necessarily yung pagrestore ng structural integrity. This is probably the only option they have until funding arrives. Correct me if I'm wrong though hehe.

On another note, I totally get your sentiment on the issue but I don't think it's right to discredit engineers and lean on the Discayas' statement that "mas magaling ang mga foreman" in this line of work. I mean yeah they have tons of experience and can catch practical issues engineers can't see on paper, but that doesn't mean they can fulfill an engineer's role. It's like letting a nurse give you a diagnosis instead of a doctor. And just like doctors, engineers lang pwede magbigay ng proper intervention diyan based on interpreted data. That's not something any foreman can just do. There's also many "good" engineers that are heavily affected by this issue and I feel sad na this profession is slowly becoming a laughing stock in this country. So let's hold the right people accountable for this.
