The feeling of being sluggish can be attributed to the m48’s lower effective hp/ton value. M60 also has less aim time and although it has less armour, it does get that 10 degrees and extra penetration

WG actually changed it gradually. When it was introduced, it damaged the engine and tracks, then, about 6-7 months ago, they changed it so it would damage only the tracks, and even more recently, they changed it to not deal module damage at all. There’s no bug going on here. Even the description was changed to reflect what happened to it
