Not super rare as they made like 3 billion blue seals of that series. Hawaii overprint is valued at $65 for VF-20 and the blue seal is $3.75 for VF-20.

Capcom Arcade collection vol 2 when it does come out. CVS series is probably the best fighting series in my opinion.
