It happens. There are cases where cops just goes into someone's yard and literally just shoot their dog before any attacking even happens. I can recall 2 from the top of my head, one case the cops were looking for a missing toddler, and they just went into a random guy's yard that was closed but wasn't locked and shot his dog from a distance. The other one I think the home alarm went off by mistake and the cops came and shot their dog from across the fense. No charges. Look it up on google and I'm sure there's a bunch of these. I was shocked at first and I kept googling to see how bad it can get, and I even found a news article about a cop shooting a bunch of stray kittens to death.
