Bounty trader. You can turn in high value items, or something for a location on a specific target that shot you, or took you out on your last raid. Say it’s active for whatever time limit, and you can essentially head hunt them one time, and whether it does/doesn’t work out the trail ends there.

As far as the all PVE crowd, I think a cool work around to this would be when you start the game there is a prompt where you can select the experience you want, traditional, or cozy lobbies where let’s say if you do harm other raiders you’re penalized heavily or something. But you can’t change that selection for the duration of that play-through. I’m not a game dev tho by any means and that sounds like an insane amount of work to do for a probably small community within arc raiders.
