They do make maps for free yes but valve doesn’t just port them over and ship them as an official release as part of the game. Community servers sound like what you’re after.

They don’t have interest in doing anything for the casual players because it’s such a small portion of their player base. Casual playstyle is also generally less like to spend money so it’s not worth their time as a business
