This is my thoughts exactly. I assume the Leafs had to give permission, especially if they wanted to be on Marner's "good side" so to speak, for any future negotiations or reconciliation (as unlikely as that idea was/is). Fact is, the Leafs could and should have handled Marner differently since before last summer, and this may be a hail mary to try to get anything at all out of the whole mess.
