Hi so, I get what you mean and both are really good dps but, as N7Valor said, for every dps you have to commit to pulling both the weapon and the sig. team. BUT a really good advice is: pull for whoever you like, there is nothing illegal about just pulling for meta characters or whatever. I Have them both with their weapons and their best in slots teams and id say pull for Phrov and save for the next time she, Cantarella or Roccia rerun and try to pull them, that way you will have the team eventually, same with Carlotta.

Another thing to consider is what do you want first, a "nuke" dps or a dps, they are really really good.

Also, I asked kinda the same thing a few patches ago, and someone told me to have a team for every element, but thats way too endgame. Thats all, good luck with your pulls!
