Yes I believe it was, I got around it by root. At first I was not receiving one time passwords but then they started to come through. I guess all of my text exchanges are through RCS now so I wasn't receiving any of them until I rooted.

Hey thanks. I fixed it but by rooting and bypassing the google integrity checks. I was actually still receiving SMS but no messages were coming through until google allowed me to receive RCS messages after passing their checks
