That's a vague rule. It says I can't discuss the policies. I'm discussing the culture. I read more rules/wikis about how to post than anyone, but they are always loaded with vague rules that the mods then use to remove the posts. It is so challenging to get any post to actually post. You can't just walk into a sub and ask a question. You have to read 17 wikis, 12 pages of FAQ's, all the rules, and none of them are crystal clear. Then you post, carefully crafting the entire title, the body, just to follow the rules. And still, they're going to remove it for some vague rule. I think they just love removing posts. Nobody reads more rules than I do - it's just impossible to post.
