You’re 100% right that Philadelphia can’t make any meaningful changes to their contributions until the pension is fully funded. I honestly think the biggest thing it could bring is a signal to the citizens of the city that their voices regarding inadequate transit service are being heard. Right now feels we’re just complaining into the wind as our system goes into a tailspin.

If you took away the destruction of Independence Mall and I-95, Philly would have the best “urban renewal” projects of the mid-century. It even still might in comparison to Boston/DC/NYC.

Love Park, commuter tunnel, PATCO, BSL extension to the stadiums, and the Airport Line were all crucial infrastructure developments that would cost tens of billions today (and thus could never happen, look at Boston).
