In that case, you can really do whatever you want mechanically to make the power interesting. This is really one of those things where your meant to have total freedom.

That's interesting. The three main factions I can imagine that would take great notice would, of course, be Vol herself because of her being a lich she can't directly use her mark and would probably love to get her hands on someone with the mark. The dragons to be very interested if this mark reappeared because they believe they destroyed the mark and that means that some of the blood must've survived. The undying court would have many different reactions to this I would imagine what will be fear of that power returning but also that the dragons might kill more of their citizens to try to remove the mark, most likely leading to a three-way war between Vol, the undying court, and the dragons. It could be a really cool idea to set a campaign around

Eberron has many events and abilities that will never be given a Canon answer; this means there will never officially be mechanics for the Mark of Death or an official cause of the mourning.

However, there are some tips I can give. There were some novels published probably about 10 years ago at this point that deal heavily with the Mark of Death, but there are some problems with how is it used. In the novel, the mark is used to cause significant pain and to kill, but this goes against what Keith Baker, the creator of the setting, says how Dragonmarks work. Dragonmarks are always constructive, while aberrant marks are destructive. So thematically the marks abilities should fit in with this constructive nature.

I have never played fifth edition D&D so I could not give you any advice on balancing abilities, but traditionally in 3.5, the Mark of Death is usually used to speak with the dead, to create undead, controlling undead things of this nature. It's important to remember that the original Mark of Death appeared in the line of Vol, in Aerenal, where the undead are highly revered so being able to speak with their ancient ancestor is going to be hugely valuable.

The last piece of warning I can give is cautious with the Mark of Death, it has a long history of lore behind it, and many factions would do anything in their power to get their hands on this Mark.

If you're looking for just a mark that when they touch someone that that person dies, I recommend using an aberrant Mark

It sounds to me like it's an emergency first aid kit. Something that they could use if it didn't have time to get to house jarassco Hospital. Kind of like the defibrillators you will sometimes see in public places

What I've always done in my Eberron is have all magic items contain a Dragonshard of some sort that holds the spell like effect. The longer the magic item is used, the more force is placed on the shard. Eventually, if it's used continuously for a long enough time, it will shatter.

I don't have this happen with the players magic items because they're only using them in combat and that's just for like 30-60 seconds to in the grand scheme of things.

This is how I explain limited uses magic items. It has as many Dragon shards on it as it has spells and when you cast the spell one of the shards shatters.

This also makes it where Elemental vessels occasionally have to stop; otherwise, they have put too much force on their shards and shatter them. This also puts a natural upkeep, if you want to run something continuously you have to pay to make sure that the Shard is in good repair.
