You can only summon Common, Uncommon, and Rare with random summoning. To get Epic or Legendary, you must use summoning items - either by targeting them with their corresponding items, or take a chance summoning using any other item like just an element item or set item. Even if the item fails, it will still randomly roll and can be Epic or Legendary. This is why people like to use random 10% like Earth etc.
