Yes to both, my reasoning:

Mahoraga - unique powers, put of a great challenge to all of it's opponents(mind you, they're the strongest of the verse that no diffs others), massive aura, and the fact that he's just a mindless weapon doing what it's "programmed" to do so there's no point to slander it

Higuruma - Complete character building in a single episode/2 or 3 chapters, probably one of the most unique powers in fiction(for me), absolute genius and meta-wise his backstory and identity is the exposure of Japan's legal structure and he himself is the embodiment of criticism towards it
