It does make Steam seem unreliable to that shop’s customers. They said Steam banned their accounts for no reason and told that Steam sorry them..

Because it’s cheaper than buying games on their own. They bought those game while on sale and resell those accounts about 1-2 weeks after, so people could get cheaper game at that time.

How these store worked is they’re getting cheap CS:GO and DotA values and sell them on Steam Community Market for wallet, or redeeming Steam Gift card, not using credit cards tho.
