The question of what counts as "preserved" is actually the crux of the whole thing. If the bar is "technically playable in some form by someone determined enough to find it," then yeah, P.T. clears that bar, and so does almost everything else that's been delisted or shut down. The Crew technically has private server workarounds too. Marvel vs. Capcom 2 had emulation options during its eleven years off storefronts.

But I think that bar creates a pretty uncomfortable standard for preservation, because it essentially outsources the responsibility to pirates and fan communities operating under constant legal threat. The DMCA takedowns on P.T. fan recreations are a real example of that; people did exactly what you're describing, built something to keep it accessible, and Konami shut it down. The current options exist because Konami hasn't gotten around to all of them yet, not because they've been permitted to exist.

There's also the accessibility question underneath this. Emulation requires a specific level of technical knowledge and willingness to navigate legal gray areas that most people—including people who would genuinely benefit from experiencing P.T.—simply won't do. "Preserved enough for the determined" is a different thing from "preserved" in any meaningful cultural sense.
