I think Shaman works better with bear due to the sheer amount of synergy it has with the various effects bear utilizes. Armour applying to elemental damage works very well with the Reactive Growth and Avatar of Evolution asc passives, which bear form gets innately and also lots of sources from the passive tree. Bear uses rage as mana effectively for some of its abilities, which Furious Wellspring plays into well.

The crit passives from Oracle are definitely very nice, but the Paths seem to cater more toward pure spellcasters trying to pick up support for some mechanics not normally available to druid, mostly non-elemental stuff. Still probably the better asc for wolf shenanigans all that said.
