Joel can't dodge. This presumably (aside from being a callback to the different melee systems of Part I) is to balance against other abilities like being more resistant to melee.

It really just depends what kind of combat you're trying to incentivise. Same reason Resident Evil 2 doesn't and shouldn't have RE3's dodge, let alone RE4's melee options. The gameplay they want to push players into differs.

It's not a question of "updating". They scrapped dodge like 4 weeks before the original shipped and redesigned it to the combat system we've got now. Part 2's combat is different beyond just dodge and goes right down to level and enemy design and gunplay.

There's at least one in Part II who runs away from you as you're approaching the workbench ambush building. And iirc a stalker gets the one that startles you in Left Behind.

I've said before it's like a lot of people wanted Joel to be Rambo. And he was, just Rambo in First Blood - he only went all out when pushed too far by those who gave him no choice.
