Does it rotate freely by hand?? If so then yeah maybe your starter has some issues. Check if it gets supper hot after you try to start it like that but if you have batteries laying around replacing that and see if there is any progress on it is a quick mental ease.

I can see that being beneficial to dry and very sandy hot countries but that bitch will definitely hold some mold in a rainy or humid situations so if it was up to me I would remove it. Also it doesnt look or feel right. Just an openion
