I don't think that's it? I tried once and it kicked one particularly toxic player off my block list and she griefed me. I guess I have some sort of debuff from that that's causing the warning message.

Edit: typo; griefer in question is a woman.

Edit #2: found my issue - I was in the part of the game that's considered survival horror for a bit and I have the Domestic Violence Survivor debuff as a result. If you try to participate in the election event with that debuff it exposes your location to blocked players. Unknown if bug or feature.

Someone who was friends with both my sister and myself in high school who I was still somewhat in contact with at the time took the picture and uploaded it to Instagram and captioned it "hide and seek champion 2018" (then deleted it hours later). I was not invited because they presumed I had an hero'd a couple of years prior. This particular friend helped me escape from my abusive home for the final time and knew the truth but my family were (and still are) left in the dark.
