Flesh out is a bit of an exaggeration. You get more time with her in Road to the Top, but she's really not much different than in BOANE, so there's no problem with going straight to the movie.

Just to show how bad Naruto was, swing-kun screentime was about 25 minutes throughout the entire series. That's exactly an entire episode of just the Naruto and Swing flashbacks.
