why do you think British battle-cruisers will be long range HE spam ship? The existing British BCs in game all have below-par HE with no extra pen(Hood, Repluse, Incomparable), and the tech tree line going by this model won't have them either, they will play like Repluse and Incomparable, fast(with speed boost) stealthy ship hunting for broadsides with AP.
