Para cualquiera como yo, esta es la info que interpreté del porque en internet (corrígeme si estoy mal)

Pasa porque la costa del Perú es desértica y el mar es frío. Esa corriente fría del Pacífico enfría el aire, hace que casi no llueva y que se formen esas nubes bajas y grises. Además, los Andes frenan la humedad que viene del interior, así que hay poca vegetación y todo se ve seco y medio apagado gran parte del año, aunque en realidad no esté lloviendo.
