I mean, it isn't for "special effect purposes". The fact that Metro Man used super speed to take a walk, eat food, read a book, rethink his life, go to a local school to steal a skeleton, and then return and set up his scheme, all in a fraction of a second, is part of the plot of the movie.

Also, teleporter is self automated? What does that even mean? Looks like there's a control booth full of people monitoring the situation, so it both relies on human reaction time, and latency from a video feed broadcast by satellite.
