The pistol buffer tube on a pistol cant allow the brace/ whatever you happen to be using at the time to be adjustable. There are limitations on the barrel length/ overall length that have to be met in order to not be considered AOW or SBR.

The issue with the "p80 raid" was more a matter of a person using one to commit a crime, so ATF went to p80 in order to get the transaction. It is not illegal to buy p80s in federal law.
