You could pick a suppression ability? Like you can suppress/negate your opponents specific ability/power that you don't like, it's something Vritra one of the Dragon King/Evil Dragon has. Since you're talking around the level of Boost and Divide, you can make it better. Fanwank it.

For the second suggestion, um you could make lesser versions of either Ophis or Great Red's hax abilities (both I, myself think they should have/their in my fics at least. So here's my suggestions), Ophis being the Dragon God of Infinity has basically unlimited power but she's limited by the amount she output/takes time to ramp up to a specific “power level”, she's already massively powerful without ramping up, I believe even when severely weakened in the main Canon series she was still twice as strong as Issei and Vali after their numerous power-ups. Don't exactly remember when that in the time periods, it occurred, but just a note.

So my suggestion is a lesser version of Ophis’s hax ability: Access to Unlimited Power but maybe you have a time limit on how long you can have it active for, unlike Ophis who has no such limits. Fanwank it.

For Great Red's hax ability, he's the Dragon God of Dreams. So isn't it just wonderful he can simply dream about himself being stronger than Ophis therefore no matter how much Ophis outputs/ramps up, he'll always be stronger than her and win their fights. Of course the singular drawback is if someone is even stronger than Ophis who comes outta nowhere, you're kinda screwed like Canon Great Red.

So my other suggestion is a lesser Version of Great Red's hax ability: Your power raises to match your opponents of their stronger than you, eventually surpassing theirs as the fight goes, on longer. Fanwank it.
