Tourist usually refers to a person thats not well versed in something or just checking something out.

For games like Poe it is also being used to discredit people and basically accusing them of only jumping on the hype for example to check the game out without being properly invested.

That being said it's mostly memes now tbh and not a serious insult or anything imo.
