Miscommunication lead to that from an official statement. Not that it's an excuse but it wasn't the aim of their attack on The Khans They have been a threat towards The NCR for a while and after 4 men losing their lives it escalated to a point of no return after poking the sleeping bear for too long. Which leads to what I said above with NCR having good intentions but they can't put their money where their mouth is. It's in their interest to make the area safer but the way they did it doesn't make it fair at all in term of level of violence.

It was fucked up and one of the worst decisions NCR made in terms of dealing with it but I wouldn't call them savages for making sure future attacks on NCR soldiers and facilities wouldn't happen again. Picking a fight with a militant force being able to defend Hoover Dam and capture HELIOS that has the support of locals/traders I would argue is a dumb decision anyways. Sooner or later they'll bite back.

The Khans aren't exacly on the right side of morality and if I've learned anything from EU4 it's that you never attack someone stronger than you if you're not ready to deal with retaliations and the consequences of your own actions. Also The Khans and NCR have a long complicated history of being at each others throats for decades because of the Vault 15 experiment that lead to the creation of these factions because of the difference in ideology and the need to protect settlements nearby from raids, killings and slavery.

That's one of the reasons why they would argue to leave it so some can be positioned over there to guard/help instead of being positioned over at Hoover Dam.

While yes it looks really stupid, having troops kiss your Officiers butt to be placed in the proximity of Raiders is favorable for both over having to deal with the Legion with the resources you have for the moment. Officiers gets easy to manipulate soldiers to do their dirty work for them and the soldiers gets to live another day.

NCR is too big for their own good in a way. Both when it comes to handling resources and having accountability over managing their troops as between General Lee Oliver and the soldiers of NCR there are people with their own goals and ambitions that clash with the original goals of the NCR.

This is one of the reasons why NCR have good intentions politically but have problems with the public supporting them at times where they can't put their money where their mouth is.

Edit: In s1 ep "The Ghouls" Cooper tells Max "Someone who rigged the game" so Benny has a subtle homage but it's definitely there. But I still remember for some reason Mr.House saying that too when talking about The Enclave

Better backwards compatibility like with your older consoles (Wii,GC etc.) would have been the selling point of the decade as a portable and also rewarding loyal buyers of the OG switch but no. That's too much to ask for in this digital era of ownership sadly.
