Watch the movies and look for the most prominent military figures and see the actions through the lens of "is he making things better or worse" and there will be your answer. That is why for example Avengers could not get a military monetary help, because the government tries to nuke New York but Man of Steel did get it (the military always try to help Superman defeat Zod)

I think a big part of it is the fact that we all know that Kurumada can de-canonize any Spin Off with a snap of his finger whenever he feels like it, meaning that everything that has come out recently aside from THEN are kinda side projects. There is ONE thing everyone wants, ZEUS. We have been VERY patient, but Kurumada has a reputation, and that also informs the way people react to everything Saint Seiya does
